The Police Leadership Commission, chaired by former Home Secretary Lord Blunkett and former Policing Minister Lord Herbert, has published its final report, Professionalism and Performance: Police Leadership for the Future, following one of the most extensive examinations of policing leadership in a generation.
Drawing on evidence from thousands of officers, staff and stakeholders, the Commission concludes that leadership development across policing is too inconsistent and has suffered from decades of underinvestment. It warns frontline supervisors are often inadequately prepared for leadership responsibilities and that opportunities for development vary significantly across forces.
The findings echo concerns long raised by the Police Federation.
