This is a unique position. Reform CPD even when the reform agreement has ended. Policing is local so CPD can continue to work on the suggested DOJ reforms. CPD is free to work on any type of reform it wants to. But why? Chicago didn’t suggest CPD reform until after the DOJ investigation called for reform.

  1. I believe this shows that CPD is willing to make reforms even without the overbearing threats from DOJ. Good for them!

    1. Thanks for your comment. I have a different take. The City of Chicago is being political by saying it will continue the reforms initiated by the consent decree. Police departments are always in a state of change. It is not called reform because the is nothing improper that is prompting the change. Every year there are new laws and training from a State Agency which makes police departments change policy and introduce new training to their officers. I say Chicago’s decision is political because at anytime Municipalities can demand for reform of their police department. In many states municipalities have home rule where they can create changes specific to their police department (as long as it doesn’t violate state or federal laws). Why didn’t Chicago call for reforms before the DOJ investigation?
